NSAI recognises the urgency of the review of I.S. 465 and continues to treat this as top priority.This work is consistently driven by a desire to provide certainty and assurance for those utilising the standard in their work and NSAI’s mandate as a public body to deliver a crucial public service in facilitating this work.
In July this year, the public consultation for I.S. 465 concluded, following a period of approximately 15 weeks of consultation. This extended period of consultation arose as a result of a request for an extension of the initial 9-week period by a legal firm representing a large group of homeowners, and also the Department of Housing, Local Government and Heritage. This public consultation period resulted in just over 640 public comments related to the draft iteration of I.S. 465 – representing 7 times the average number of comments received on a document of this nature.
At this juncture, NSAI would like to provide an outline of the pathway forward for the conclusion of the revision of I.S. 465 – in line with NSAI’s standards development process. The review of I.S. 465 has moved into the comment resolution phase and this process is well underway, with half of the comments now resolved. However, the nature of the comments received are broad ranging and some represent divergent opinions on the text contained in the public consultation draft. In order to progress the draft I.S. 465, the committee must offer due consideration to all comments received that are within the scope of the standard and reach consensus on these comments.
As noted in previous Oireachtas contributions, the average time for the resolution of comments and conclusion of the standardisation process following conclusion of the previous elements of the standardisation process is approximately six months, allowing for a typical number of public comments received. NSAI and the relevant technical committee are making every possible effort to expedite this process within the confines of its remit to ensure the conclusion of the comment resolution phase can remain as close to that timeline as possible despite the extremely high volume of responses. On that basis, the revision of I.S. 465 is expected to conclude in Q1 2026, following approval from the NSAI Board.
NSAI would like to re-iterate its thanks to the many stakeholders across industry, public sector, and the homeowners representatives that contribute to the work of the Technical Committee reviewing I.S. 465. The voluntary contributions of committee members have been key to advancing the comment resolution phase while ensuring integrity of the standardisation process.
