Application and Use of S.R. 28:2017 | Introduction

The I.S. EN 13108 series of material standards specify requirements for selection by the user of mixture composition, constituents, properties and means of specimen preparation for Type Testing. S.R. 28 provides guidance in this selection process with the aim ensuring a standard approach amongst users. The following steps are intended to assist the user in determining the appropriate properties for the intended end use and the method of specifying those properties.

Foreword

This Standard Recommendation (S.R.) is a revision of S.R. 28:2009 and provides recommendations and guidance to the I.S. EN 13108 Parts 1, 4, 5, 6, 7, 8, 20 and 21 in 2006 (including 2008 revisions for amendments) series of Bituminous Product Standards for use in Ireland. This document has been prepared by the NSAI Roads Standards Consultative Committee NSAI TC17 Asphalt Working Group.

This S.R. is intended to be used in conjunction with the I.S. EN 13108 series of Bituminous Product Standards.

The availability of I.S. EN 13108 Parts 1-9, 20, and 21 for2016 is recognised, however they are not published by the European Commission (EC) in the Official Journal of the European Union (OJEU), therefore it is not possible to use these versions of the harmonised standards for CE Marking. 

The EC consider a change from a specific performance level to a characteristic range to be beyond the Mandate M124, hence the delay in publishing the 2016 revision. To resolve the impasse, it is considered that the EC will choose for a Delegated Act in accordance with Article 60 of the Construction Products Regulations to establish classes of performance in relation to essential characteristics of construction products. This Delegated Act process is expected to take at least one and a half years to complete. 

This S.R. covers the application of the I.S. EN 13108 series of standards up to the 'point of delivery'. NSAI are currently developing an Irish Standard for requirements for the transport, laying and compaction of bituminous materials (I.S. 844).

This document does not purport to include all the necessary provisions of a contract and the user isresponsible for its correct application.

Scope

This S.R. provides guidance on the use of I.S. EN 13108 Parts 1,4,5,6,7,8, 20 and 21.
Recommendations are not provided in this S.R. for I.S. EN 13108 Parts 2, 3 and 9 as these products are not generally used in Ireland.

The application of S.R.  28 is for roads, airfields and other trafficked areas. This S.R. recommends compositions, test methods and performance levels for varying applications.

Recommendations are not provided in this S.R. for bituminous mixtures utilising bitumen emulsion and bituminous materials based on in situ recycling.
